It’s from the 1980s!
Everything was bright, bold, and maximalist in the ’80s. A lot of the looks heavily borrowed from queer and drag club culture at the time, and many men wore makeup too. Eyeshadow was brought right up to the brows, which were either left unplucked and natural (like Madonna), or blocked in and elongated (think Grace Jones). Blush was also a big thing, and it was often blended with the shadow to create halos of colour around the eyes and cheekbones.
